Alternative Broadcast Inspection Program
The Mississippi Association of Broadcasters (MAB) maintains a contract with the Federal Communications Commission (FCC) to offer the Alternative Broadcast Inspection Program (ABIP) to its members.

The ABIP is a nationwide program designed to assist stations in conducting FCC station inspections at a reduced rate. Inspections are performed by a retired FCC field enforcement engineer holding an agreement with the MAB to conduct such inspections. Stations entering into an agreement with the MAB agree to have their station inspected within a period of 150 days from the signed date of the ABIP contract between the MAB and the station operator.

Once a station is found in compliance with all FCC regulations, the FCC will not conduct an inspection, investigation, or audit of the station for a period of 3 years from the date of the Certificate of Compliance issued to the station by the MAB; however, notwithstanding the following:
“Targeted Tower Safety Inspection” (relative to tower safety issues and limited to the antenna site)
“Complaint Driven Inspection” (any complaint initiated against a station)
Political broadcasting or EEO materials required to be in the station’s public inspection file.

Public Education Partnership
The Mississippi Association of Broadcasters provides a Public Education Partnership (PEP) Program for use by government agencies and non-profit organizations. Through this program, these groups are able to contract with the MAB for statewide distribution of their message on Mississippi radio and television stations.

Upon deciding to utilize the PEP program, the MAB promotes and distributes the PEP partner’s message statewide, providing continuity and communication with its members. The MAB also collects station affidavits of performance and places them into a summary report that is presented to the PEP partner.
In exchange, the Mississippi Association of Broadcasters is paid for its services by the PEP partner. The association uses the funds raised by the PEP program to provide membership services to Mississippi’s radio and television members.
What is MAB’s role?
Assistance in the creation of your announcements (may incur added expenses).
Distribution of announcements with broadcast instructions to Mississippi radio and television stations.
Promotion of your organization’s campaign prior to and throughout the term of the campaign.
Continuity and collection of monthly affidavits of performance to provide a monthly value summary for the PEP partner.

The Public Education Partnership (PEP) is a series of community-oriented messages, sponsored by a non-profit organization or government agency, broadcast over the air by radio and/or television stations in Mississippi. The airtime is donated by stations throughout Mississippi to the MAB. Funds raised through the PEP program support various member programs and services such as the Continuing Education Scholarship Program, free Legal Q&A, training programs and Job Fairs just to name a few. Broadcasters value these services and help keep the association healthy and capable by running the PEP campaigns voluntarily.

Non-profit organizations and government agencies are eligible participants. Those with limited funding for statewide awareness campaigns can utilize PEP to get an affordable statewide distribution of their message. Participants cannot purchase radio and/or television advertising while participating in a PEP campaign.

The income that the MAB receives through the PEP Program helps the association offer services and programs that help strengthen local broadcasters throughout Mississippi. This is done, for example, by providing high quality, timely professional business, and legal advice and other educational seminars.

Participants must be government agencies or non-profit.
Participants cannot purchase radio or television advertising 12 months prior to or during their PEP campaign.
Political candidates and/or elected officials are not allowed to appear, in person, by name or provide voiceovers for any PEP campaign during political windows, as defined by the FCC.
The Mississippi Association of Broadcasters’ sponsorship tag must be included in all creative copy.
In an effort to not overload member stations’ inventory, or dilute the effectiveness of the PEP program, a limit is set on the number of campaigns concurrently running during a given period.
The MAB reserves the right to reject any PEP campaign for any reason.
